Welcome from the Mayor Dear Tyler Citizens, May 2012 marks my fourth year serving as Mayor of Tyler. In refl ecting upon my two terms as Mayor, I am incredibly proud of what has been accomplished by both our municipal organization as well as our community as a whole. These have been troubling times for our country, and much of the world has experienced some of the toughest economic challenges seen in generations. However, in Tyler we have come together to accomplish incredible things. In the face of declining revenues, the City launched new programs, both for our customers and our organization, so that we can continue to set the standard for responsive local government. Examples include the Lean Sigma program that has saved more than $1.6 million since it was launched in 2009; the opening of Liberty Hall which has continued the momentum gained toward the revitalization of our historic downtown and provided a new entertainment venue for our citizens and visitors to our community; and the signifi cant progress that has been made on the implementation of the Industry Growth Initiative—to transform our local economy and create new, higher paying jobs. Tyler continues to have one of the lowest municipal property tax rates in Texas; we have a AAA bond rating, and have no general obligation debt—choosing to pay cash for most capital improvement projects. I believe the key to Tyler’s success is the convergence of the public and private sectors. There is no “us” and “them,” but rather “we.” We are all in this together and are an example of how working as a community can lead to a tremendous quality of life.
